Заведи каркас пакета и утилитный слой MCP-сервера

package.json, tsconfig, eslint, генерация типов из OpenAPI-спеки,
модули config/redact/errors/money/sanitize/cache с тестами и
обезличенные фикстуры живых ответов API openrusrouter.ru.
